Midvale council approves building services agreement and telecom franchise; minutes adopted

The Midvale City Council took several procedural and contracting votes on April 1, approving a building services agreement, a telecommunications franchise and adopting minutes from its March 18 meeting.
Consent and minutes The council approved the consent agenda, which included minutes for the March 18, 2025 meeting. The motion passed unanimously by roll call.
Building services agreement The council approved a resolution to authorize Mayor Dustin Gettle to sign an agreement with Shum’s Koda Associates (SCA) to provide building services, plan examinations and inspections as the city brings building services back in house. City staff said the city recently hired a building official and will rely on SCA for overflow work and technical support. The resolution passed unanimously by roll call.
Telecommunications franchise Council members also approved a telecommunications franchise agreement with Zayo Group LLC to allow fiber-optic access in city rights of way under the city’s permitting process. City staff said Zayo’s requested agreement matched the city’s standard franchise terms. Several council members suggested amending city code in the future to allow administrative approval for routine franchise agreements to expedite deployments; staff said they would evaluate that option. The Zayo resolution passed unanimously by roll call.
Closed session The council voted to enter a closed session to discuss (1) pending or reasonably imminent litigation and (2) acquisition, exchange or lease of real property, and took a recess immediately afterward.
Votes All items recorded in the meeting passed unanimously. The roll-call votes recorded the following council members voting yes: Billings, Glover, Robinson, Brown and Mikolash (Nicolas). No no-votes or abstentions were reported in the public record for these items.
No contract dollar amounts beyond those described in staff reports were disclosed during the public portion of the meeting, and the council did not discuss changes to fee schedules or new ordinances in connection with these approvals.
