Council approves Frost Bank site with staff recommendation to include deceleration lane

City planner Savannah presented the project and said the drive-through lanes triggered a specific use permit. The applicant had asked to delay construction of a proposed deceleration lane and build it later as adjacent property develops. Savannah told the council that staff could not support the removal or deferral of the deceleration lane because the driveway functions as a prominent entry point and the lane is necessary for traffic safety. The applicant agreed in the meeting to include the deceleration lane as part of development rather than delaying construction.
The project includes building articulation and glazing changes and requests a variance to lower the required window area from 50% to 16%. The Planning and Zoning Commission recommended approval at its March meeting.
Council approved the item with staff recommendations. Staff said the deceleration lane must be constructed in conjunction with the bank site plan.
