Bullhead City approves turf‑removal water‑conservation grant agreement with Palo Verde Meadows HOA

Bullhead City Council on April 1 approved a turf-reduction water-conservation grant agreement with the Palo Verde Meadows Property Owners Association to remove about 275,000 square feet (roughly 6.3 acres) of natural turf and replace it with water-efficient landscaping or artificial turf under a Water Infrastructure Finance Authority of Arizona (WIFA) grant.
Assistant City Manager Eddie Chair and Utilities Director Mark Clark said the WIFA grant specifically funds long-term water savings projects, and that the agreement includes reimbursement controls and audit provisions. Staff confirmed the HOA and the city will each contribute matching funds; the city portion will come from the water-conservation fund while the HOA will provide its agreed match.
The agreement includes standard audit and reimbursement language, staff said, and the state will require documentation for reimbursements. An HOA representative told the council the project will reduce maintenance burden and conserve water after a summer that strained maintenance staff.
Council approved the grant agreement unanimously. Staff said future turf-reduction projects with other HOAs and property owners will be pursued under the same grant program when eligible.
