Rosenberg names Joyce Fasut city manager and ratifies employment agreement

The Rosenberg City Council on April 1 appointed Joyce Fasut as city manager and approved an employment agreement formalizing her role.

During regular agenda discussion staff cited City Charter Section 4.01(a), which requires appointment of a city manager by a two-thirds vote of the council. Council members discussed the threshold and whether it meant two-thirds of the entire council or two-thirds of those present; a council member asked for clarification and another responded, “Of those present.” After a motion and second, the council voted in favor of appointing Joyce Fasut; the mayor announced that the motion passed.

Later in the meeting the council returned from executive session and approved Resolution R-3859, the employment agreement between the City of Rosenberg and Joyce Fasut to serve as city manager. The mayor called the vote and the council approved the resolution.

Why it matters: the appointment makes permanent the chief administrative appointment for Rosenberg, establishing who will serve as the city’s chief executive and administrative officer and setting terms under an employment agreement.

What’s next: the city will execute the employment agreement and proceed under the manager’s leadership; no additional council action on the appointment was stated at the meeting.
