Fulshear moves to create Youth Advisory Commission; council asks appointment process be harmonized with other boards

Council received a presentation on a proposed Fulshear Youth Advisory Commission (YAC) and reached consensus to proceed to a formal resolution. Staff said the YAC would be an advisory body of eight voting members and two alternates, composed of city residents in 10th–12th grades; members would meet monthly, with the third Thursday evening proposed for meetings.

Staff described a point‑based participation system to encourage involvement and said the commission would be advisory only with no administrative authority or spending power. The timeline presented called for marketing the commission, accepting applications through July, notifying selected members in early August and convening a team‑building kickoff and first meeting in September to align with the school calendar.

Council discussed selection mechanics. Staff recommended following the city’s standard boards and commissions appointment process (applications routed through the City Secretary and appointments made at the council level) rather than permitting ad hoc, single‑member selection. Council asked staff to present a resolution and bylaws at the next meeting with a clear selection process that avoids appearance of unfairness; staff said it will also propose a council liaison and clarify verification documents for student applicants (transcripts and enrollment verification for public or home‑schooled students).

Councilmembers praised the plan as a civic‑engagement opportunity and asked staff to return a resolution that codifies the bylaws and appointment process.
