Business and hospitality representatives in the meeting raised concerns about sidewalk riding, helmet use and children on devices; they asked for a permit structure with clear enforcement, limits on providers and requirements to keep devices from entering restricted areas such as Discovery Green and hotel entrances. Council members suggested studying other cities’ programs that restrict providers and implement strict fines and geofencing as possible models.
Council staff and members asked for further discussion with Houston First, Downtown stakeholders, the police department and hospitality leaders to craft an ordinance and operational pilot that balances convenience, safety and enforcement.
