Clarissa Ivy of the City of Abilene Planning Department presented the previously tabled application and said the current proposal reduced the number of containers from an earlier request and minimizes parking impacts. Ivy said staff received one favorable response and recommended approval subject to conditions that the containers be screened, color-matched and not stacked.
Commissioners asked about parking loss; Ivy said the revised plan removed fewer parking spaces than the earlier six-container proposal and still meets parking requirements and maintains access. Commissioner Kiker moved to approve with the stated conditions; Commissioner Shontay seconded. The roll call vote was recorded as: Commissioner Barnett — yes; Commissioner House — yes; Commissioner Kiker — yes; Commissioner Halliburton — yes; Commissioner Lewis — yes; Commissioner Benham — yes. The motion carried.
Staff emphasized the conditions include a prohibition on stacking freight containers and that containers must be screened and color-matched to minimize visual impact. Commissioners thanked the planning staff and the landowner for reaching a solution that reduced visibility and parking impacts compared with the earlier proposal.
