Chair Ryan Alter said the committee would take public comment before substantive items. Scott Johnson, a longtime air quality and climate advocate, used his three‑minute public comment to urge closer alignment between Austin’s Climate Equity Plan and the regional air quality plan led by CAPCOG. “The air quality program and the air quality plan really is the gateway to climate,” Johnson said, describing the regional plan as “lead rather than the city of Austin” while noting the city’s participation.
Committee members moved promptly to approve the minutes. Councilmember Duchin moved to approve, Councilmember Siegel seconded, and the motion carried without objection.
Johnson also raised gaps he sees in the Climate Equity Plan and in past programs — calling out diesel construction equipment and landscaping equipment as areas where greenhouse‑gas reductions have not been fully captured. He described past Austin Energy incentives for electric landscaping equipment as limited point‑of‑sale rebates that offered small discounts, and urged deeper, systematic review of state‑required measures and additional city action.
The committee proceeded to the agenda after the public comment and the procedural vote.
