EQB seeks repeal of obsolete environmental review reporting requirements; committee lays measures over

The Environmental Quality Board requested repeal of outdated mandatory legislative reports and obsolete provisions tied to silica-sand and lead rules; the committee laid Senate Files 2781 and 2782 over for possible inclusion.
The Environmental Quality Board asked the Senate Environment Committee on April 1 to repeal obsolete reporting requirements and other provisions that the agency said are duplicative or dated.
Catherine Neuschler, executive director of the EQB, testified that a mandatory legislative report on mandatory categories submitted in the early 2010s is repetitive, limited in scope and has been completed several times. She said EQB has developed a continuous-improvement process that offers broader oversight of environmental review functions and that repeal of the narrow legislative report requirement would improve government efficiency.
A second bill (SF 2782) would remove obsolete language including a 1995 lead-related provision and a direction to EQB to prescribe silica-sand environmental review thresholds now covered by current rules. The agency described the language as obsolete because rulemaking has addressed these issues.
The committee laid both measures over for possible inclusion in future legislation.
