Councilmember Lianne questioned the timing of the interviews, saying the city is facing a deficit and that past practice had been to appoint an internal employee as interim while the council searches for a permanent city manager. "So this item on the agenda is to, discuss and interviewing the hiring of a interim city manager. My comment is why are we having this interim interview at this time with the deficit in the city. And in the past, I've seen that, an internal personnel is appointed to be the interim city manager while we are seeking for the city manager. So that's my comment," she said.
Before adjourning to closed session, the council approved the day's agenda on a motion by Councilmember Chua, seconded by Vice Mayor Barbara Dio. Vice Mayor Barbara Dio, Councilmember Chua, Councilmember Lam, Councilmember Lianne and Mayor Montana each voted "Aye," and the motion carried.
Acting City Attorney Creech advised the public that the closed-session item was for a public employee appointment, citing Government Code section 54957(b)(1). The council took public comment on the closed-session item in person only and received no public speaker cards before entering closed session.
When the council reconvened, Acting City Attorney Creech reported, "There's nothing to report out this time under the Brown Act." The meeting was then adjourned.
