Harrisburg council hears introduction of Cheyenne Johnson for environmental advisory council; appointment paused pending paperwork

Cheyenne Johnson appeared before the Harrisburg City Council during its April 8 work session as the nominee for a volunteer seat on the Environmental Advisory Council, but the council said it will not act on the appointment until a required statement of financial interest has been on file for 10 days.
Johnson, whose résumé lists her as a commercial appraisal trainee at Rittenhouse Appraisals and a Harrisburg native, told council members she wants to contribute “my current knowledge within the commercial and residential real estate realm” and volunteer on cleanup efforts in Uptown Harrisburg and other neighborhoods. "I just foresee myself in this position to be able to do that, but at a more intense level," she said.
The Environmental Advisory Council (EAC) was reorganized by ordinance number 6 of 2018 and, under section 2-509.2 of the codified ordinances of the City of Harrisburg, is composed of seven volunteer members; three are appointed by the mayor and four by city council. During the meeting President Bowers told Johnson her appointment would commence April 8, 2025, and expire April 7, 2028, but council would not take action until the 10‑day filing requirement for the statement of financial interest had been met.
Council members asked Johnson about her local experience and interest in environmental work. Councilman Rodriguez noted Johnson’s work organizing neighborhood cleanups and invited her to participate in an upcoming Hot Spot Saturday cleanup on the 19th. Council members including Jones, Ross, Green, Davis and Daniels expressed appreciation for her willingness to serve; Councilwoman Daniels specifically asked whether Johnson anticipated any conflicts between the appointment and her current roles, and Johnson replied, “No, ma'am.”
President Bowers said the council has a caveat: a statement of financial interest must be on file for 10 days prior to any action by the council. Johnson told the council she had completed the physical form and returned it to Mr. Michael (Parker), and the council confirmed it was in receipt. Once the 10‑day period has elapsed, Resolution 18 of 2025 — appointing Johnson to the EAC — will remain in committee pending that timeframe.
The council did not take a final vote on the appointment at the April 8 session.
