The committee opened a public hearing on SB 234 and heard an overview from a staff member who said the dash‑1 amendment "changes the date from 07/01/2025 to 07/01/2026 by which the Oregon Department of Emergency Management must maintain a system for the notification and interagency coordination of state resources in response to emergencies involving multiple jurisdictions." Director Aaron McMahon told the committee the later date would allow OEM time to transition systems and bring on staff in coordination with the Oregon State Police so the change would be implemented "without any break in capability."
Senator Brock Smith moved to adopt the dash‑1 amendment and later moved that SB 234, as amended, be sent to the floor with a do‑pass recommendation and referred to the Joint Committee on Ways and Means. On the roll call for the floor referral, the committee recorded: Senator Meek — yes; Senator Brock Smith — yes; Senator Woods — excused; Vice Chair Thatcher — excused; Chair Manning — yes. The chair announced the motion carried and the bill will be referred to Ways and Means.
