Committee advances bill requiring animal shelters to publish intake and outcome data

Assemblymember Phil Ting Lee presented AB 631 to require animal shelters to post data on their websites about the number of animals taken in, sources of intake and outcomes (adoption, transfer, euthanasia, return to owner).
Supporters, including Social Compassion in Legislation and San Diego Humane Society, said state collection of such data stopped in 2017 and that current gaps impede policymaking and resource allocation. Nicholas Sackett testified that historical state reporting (through 2016) showed more than 158,000 dogs and cats were euthanized in earlier years, and renewed data would help evaluate progress toward reducing pet overpopulation and responding to zoonotic risks.
Witnesses indicated some implementation questions remain — for example, how to handle shelters or organizations that lack websites and the potential costs of posting data — and the author said those details would be worked out in follow‑up. The committee accepted amendments to reduce reporting frequency and advanced AB 631 to the Committee on Appropriations.
