External auditors give City of El Paso a clean opinion on FY2024 financial statements

Forvis Bassers LLP, the city’s external auditors for FY2024, reported to the council on Tuesday that the City of El Paso received a clean (unmodified) opinion on its comprehensive annual financial report and on required compliance audits for major federal and state programs.
Rachel Ormsby, the engagement partner, told council the auditors found no material weaknesses or significant deficiencies in internal controls and no audit adjustments were required to the financial statements. The firm also reported that five major grant programs were audited for compliance and that no compliance issues were identified.
City staff noted the City of El Paso has received the Certificate of Achievement for Excellence in Financial Reporting for 26 consecutive years and is a “crown” winner in Texas — recognition awarded to a small group of governments for exemplary reporting.
The auditors briefly outlined near‑term accounting standards from the Governmental Accounting Standards Board (GASB) that will affect future reporting deadlines and disclosures, and said they will work with staff on implementation.
