The committee opened a multimonth review of Chapter 200 (solid waste), directing staff to continue internal work to streamline borough refuse service and to return with recommendations.
Council members said they have received numerous complaints about tagging and collection limits. Staff reported that past analysis found about 60–65% of customers were on a one-bag-per-week plan, a factor members said is linked to current service issues and misunderstandings about the borough’s cost structure for refuse collection. Committee members agreed this will not be an overnight fix and that staff should look at options for altering service tiers and outreach.
Members also discussed reinstating a borough cleanup week; one participant recalled that when cleanup week ran in past years, the program brought in roughly 480 tons of material during a single scheduled week. The committee requested a focused workshop with operations staff (Ben) and a small group of council members to develop potential options and logistics for a spring cleanup and to prepare a public communications strategy.
No formal policy change was adopted; staff will report back with proposals and cost analyses over the next couple of months.
