The Clear Creek County Board of County Commissioners voted to support Senate Bill 37, a proposal described to the board as "Coal Transition Grants" being advanced by the county's state senator. Commissioner Jody said the statute is designed to help communities hit by abrupt declines in extractive-industry revenue "design their next economic future," and asked the board to back the bill as drafted and to press for stronger language that would allow funds to support county operations while communities plan and diversify.
Jody said an earlier draft included a section that would have steered severance-tax-derived transitional funds toward operational runway for counties in acute transition; that section was removed and commissioners asked staff to advocate for restoring language that would allow counties to use severance-related grant funds to cover operational impacts during an economic pivot.
Commissioner Rebecca (speaking from earlier stakeholder engagement) said she planned to testify and to coordinate with the senator and county staff: she told the board she had prepared talking points and would work with the senator and the county finance director to refine them prior to committee testimony.
The board moved, seconded and adopted a position of support for Senate Bill 37. Commissioners directed staff to coordinate with the senator and prepare brief remarks for county testimony if requested.
