County finance staff asked the board to direct publication and posting of a May 6 public hearing on a supplemental appropriation for the 2025 county budget. The supplemental will move expenses for the JeffCom contract from the general fund into the emergency telephone (E-911) fund and will make available funds for capital projects that were not completed in FY2024.
Rachel Harlow Shaw explained the intent: the appropriation will reclassify JeffCom expenses to the emergency telephone fund and capture capital expenses that crossed fiscal years. Commissioners asked whether the move would reduce a roughly $500,000 balance identified in the sheriff's office; staff clarified that the $500,000 figure reflects year-end unexpended amounts and that fund-specific budgeting and any compensation-plan changes would come back to the board for separate authorization.
The board directed staff to publish the required notice and hold the May 6 hearing during the board's regular meeting; staff will return with detailed supplemental materials for consideration at that hearing.
