The hearings examiner heard an application to rezone Lots 25–26 of Gary’s Addition (parcel 112054385) from C-1 retail business to R-1 low-density residential.
City staff summarized that the 1.16-acre parcel on West Clark Street has had a low-density residential comprehensive plan designation since at least 1995 and that C-1 zoning dated to 1941. Staff concluded the proposed r ezone to R-1 would align zoning with the comprehensive plan’s low-density land-use designation and aid in moving the property out of a nonconforming mixed use arrangement. Staff recommended approval of the rezone without conditions, noting further development will be evaluated under applicable municipal codes and design standards.
Applicant Leticia Marina Arroyo told the examiner she reviewed and generally agreed with staff’s factual findings and that she intended to convert the property to residential use. The examiner received the staff report and related attachments into the record, allowed no public testimony for or against the application at the Aug. 13 hearing, and closed the hearing; he said a written decision will follow within 10 working days.
The staff report cited Pasco comprehensive-plan goals on compatible land uses, buffers, and housing variety in support of the change. Staff noted that future development proposals would be evaluated for SEPA and design standards at the time a development application is filed.
