Public Services Director Ryan and Public Works staff briefed the commission on three ongoing infrastructure projects: the intermediate-zone water treatment plant, the Lozano water tower and a sanitary sewer lining project under Jamaica/Highway 61.
Ryan described progress at the water treatment plant site behind the central fire station: substantial site excavation and basement concrete work are underway, and the project will involve approximately 15,000 cubic yards of concrete (Ryan used the number "15,000 yards of concrete"), requiring roughly 1,500 concrete truck deliveries during the pour phase. He said concrete pours will begin in October, continue through winter, and that the plant is expected to be initially operational in "March '28" with full completion in March 2029.
On the Lozano Water Tower, Ryan said foundation work is complete and permits approved to begin vertical concrete work this fall; the project schedule calls for construction of the concrete column this season and completion of the tank and painting the following year, with the tower becoming operational "next August." Ryan said the tower location is just south of the park-and-ride and that work should be visible to the public as the concrete column rises.
Ryan and staff also described a sewer rehabilitation project: crews are bypass-pumping flow around a 1960-era concrete sanitary sewer under Jamaica and Highway 61 so contractors can pull a flexible plastic liner through the existing pipe and cure it with a UV light. Ryan said the process allows the liner to be installed and cured in the same day, restoring the pipe's structural life for decades. He said bypass pumping and lining operations will be completed and restored within roughly two weeks from the briefing date.
Staff addressed traffic and construction impacts: temporary lane closures and site access from Eightieth Avenue are in use for construction deliveries, and staff said they will coordinate truck timing with local schools and the contractor to avoid peak arrival and dismissal windows where practical. The commission did not take formal action; staff said they will continue weekly contractor coordination and provide updates as construction proceeds.
