Seven Hills to join county concrete repairs on Rockside Road; city’s share estimated at $58,500

Seven Hills officials agreed in committee to place a cooperative-agreement ordinance on the next council agenda as an emergency to participate in a Cuyahoga County-led concrete repair project on Rockside Road.
Director Dan Garrison described the project as county-driven work that includes a segment running through Seven Hills. "We do have a portion that is concrete in 7 Hills approximately 700 feet," he said, and added the city was asked whether it wanted to participate. Garrison said the city’s total anticipated cost is about $58,500, which would include a portion of design, inspection and the construction work performed within the city limits.
Garrison estimated the design fee Seven Hills would be responsible for at roughly $9,000 and said Independence and other jurisdictions would pay larger shares. He told the committee that if Seven Hills had undertaken similar repairs alone — estimating a 10% repair of the 700-foot section — the cost might be about $100,000, making participation a potential savings of around $40,000.
The committee moved the measure to the full council as an emergency so the city can approve the county’s proposed agreement and join the larger project. Councilmember Castanzo moved the emergency placement; the motion was seconded and the roll call recorded Mario yes, Snitsky yes and Costanzo yes.
Why it matters: Officials said the county proposal allows Seven Hills to share design and construction costs for work that affects a short concrete segment in the city. Garrison noted the work would address visibly failing joints and extend pavement life for residents and commuters on Rockside Road.
No formal construction schedule was provided in committee; Garrison said details about the final scope of work and Seven Hills’ exact obligations will be set out in the county agreement and in project plans.
