External safety audit finds housekeeping and training shortfalls in county garage; recommendations made

Glenn Henderson, owner and president of Above Basic Compliance, presented the results of a cursory safety audit of the county garage, undertaken after an insurance-company recommendation. Henderson said the review focused on housekeeping and training and that poor housekeeping commonly indicates broader safety problems.

"To me, in all the years I've been in safety, housekeeping sets the tone for everything else in all other conditions," Henderson said.

Henderson reported multiple concerns, including unsecured compressed-gas cylinders and inadequate documentation of employee training. He said written training records are essential for verifying that employees received and retained required instruction and for defending the county in the event of incidents. Henderson and council members noted several quick fixes already completed, including updated fire extinguishers, and recommended further action.

Council members discussed restoring a more regular safety oversight presence at the facility; a retired staff member had performed some safety duties on a volunteer basis, the discussion said. The consultant recommended periodic follow-ups and more consistent documentation and training; council and staff asked for follow-up inspections and a plan to address prioritized items. No formal council action was required at the meeting; staff said they would coordinate next steps with the insurance carrier and operations staff.
