City staff reported roughly 67 utility accounts with assessable delinquent balances totaling just over $192,000. Staff said notices were published and mailed in advance of the hearing. The council approved the final assessment roll and authorized certification after no members of the public spoke on the matter.
City Administrator Miller noted the public-hearing scheduling and the required notices; Finance Director Josh Spellman was on hand for questions. During the hearing, no council members requested additional information and no members of the public commented.
A council member moved to close the public hearing and approve the final assessment roll for delinquent utility bills and to authorize certification to Dakota County for collection with property taxes; the motion was seconded and carried.
