Wyoming Business Council asks committee to review and revise Business Ready Communities statute

Josh Dorel, CEO of the Wyoming Business Council, told the committee he wants the interim to review and revise the Business Ready Communities (BRC) statutes. Dorel said the program has uncovered a clearer view of problems that BRC can address and that some statutory elements limit the agency’s ability to build local capacity, especially in smaller communities.
Dorel highlighted revenue recapture provisions. He said an efficiency study suggested the state should consider recapturing a percentage of revenue proportionate to the state’s investment in a project. He also told the committee that some projects funded under BRC are infrastructure or business-committed projects, while other community-enhancement projects raised questions about program focus.
Committee members asked whether rural communities would be invited to testify. Dorel said he would bring examples and the program’s groundwork work that precedes expenditures. No motion or bill was adopted; committee members asked for an interim review and stakeholder input.
