Right-of-way permit applications City engineering recommended approval of Appendix A right-of-way permit applications 2102 through 2107 with no exceptions, and the board approved them. Staff noted that maintenance-of-traffic procedures consistent with the Manual on Uniform Traffic Control Devices (MUTCD) should be implemented per each site’s specifics.
Event road closures and barricade approvals (selected highlights) - Shriners Fest on the Riverfront: Cherry Street to Court Street and several downtown streets closed April 30–May 5; barricades requested. Insurance and waivers were reported in hand. - Hottie Shrine ceremonial parade: Saturday, May 10, planned route starting at 6 Walnut and concluding at the start point, 2:30 p.m.–4 p.m.; barricades requested; insurance in hand. - Junefest: 900 block of Main Street closed Friday, June 13, 8 a.m.–10 p.m.; insurance in hand. - Fireworks on the Ohio (Independence Day): Riverside Drive between Court Street and Cherry Street closed in June (public fireworks display); certificate of liability insurance on file. - Night market and festival closures: Downtown night market (Aug. 8), Asian night market (Sept. 12), Spooky Wine Walk (Oct. 3–4), Dog Day Downtown (Oct. 18), Downtown Christmas (Dec. 6) and Rotary Santa Run (Dec. 6) were approved with barricades; organizers provided insurance and waivers. - Victory Theater student event: Evansville Police Department requested street closures for a student concert expecting approximately 4,500 children arriving on about 45 school buses on March 20–21; barricades approved and insurance/waiver confirmed. - Community health/safety events: Albion Federal Bacon (take back the night) and North Haven General Baptist Church safety buffer also approved with barricades and insurance on file.
Board action and final business A motion to approve each item was made and seconded where recorded; the board approved the items by voice vote. The board approved bills and payrolls and then adjourned at about 1:42 p.m.
The meeting record shows insurance certificates and waivers for the listed events were provided at the time of approval; in one case staff confirmed the downtown fireworks sponsor’s certificate of insurance was on file.
