Delegate Kathy Shaliga presented House Joint Resolution 7, which the sponsor described as opposing the People’s Republic of China’s use of United Nations General Assembly Resolution 2758 to exclude Taiwan from U.N. committees and activities. Shaliga said the resolution does not take a position on Taiwan’s status but seeks to support Taiwan’s ability to participate in U.N. activities and to call for peaceful resolution across the Taiwan Strait.
"H.J.R. 7 supports Taiwan and its ability to participate in UN activities," Shaliga said, and she described the measure as a small step in a broader effort to show state-level support. Delegate Korman asked how a state resolution relates to national foreign policy; the sponsor said proponents hope the 50 states will eventually pass similar measures to send a message in support of Taiwan’s participation.
An unfavorable witness, Samantha Faubert, spoke against the resolution. Faubert argued the committee had previously declined to take up other foreign-policy resolutions and said the state should not involve itself in matters beyond its constitutional authority — and she raised concerns about inconsistent positions on other international conflicts. The transcript does not show a committee vote on H.J.R. 7 during this hearing.
