Staff proposes waiving capacity charge in exchange for access to GIS water facility to bolster local water redundancy

Staff told the council that, as the village negotiates a contract with a nearby small water operator, it may recommend the council waive some or all of the usual capacity charges in exchange for access to the operator's water plant and land for future redundancy.
The staff presentation said the operator (described as a small water operation and owner of associated site land) could provide redundancy should the village need new wells or alternate water sources in the future; exchanging capacity-charge relief for that site access could be part of a contract term the village presents to the operator.
ā We're likely going to recommend the council waive some or all of the capacity charge in exchange for access to that water plant and that site should we need water wells in the future,ā a staff member said, adding that preliminary conversations with Jeff indicated support for the idea.
Councilors asked about inspection fees, future users tapping onto the system and reciprocity for additional users; staff said inspection and ongoing operating-cost arrangements would be addressed in the final contract and that future tap-on or shared-user arrangements would be considered as part of the agreement.
Staff said these contract terms remain in negotiation and will be presented to council for approval when the final agreement is ready; no formal action was taken at the meeting.
