Council approves preliminary plat for Air Lake DEA second edition, clearing way for Dakota Electric facility

The Lakeville City Council approved a preliminary plat on March 3 for the Air Lake DEA second edition, a replat that creates a new Lot 1 and an outlot to allow construction of a Dakota Electric facility and future development.
Connor McCoy of Kimley-Horn, representing Dakota Electric, described the proposal as a lot split of the previously platted property north of 220 Fifth Street and west of Fleseth Avenue. Planning staff said the property is zoned I-2 (general industrial) and guided for industrial uses on the comprehensive plan.
The applicant proposes a building of approximately 176,685 square feet, with about 70,000 square feet devoted to a two-story office portion and the remainder to operations and enclosed storage for fleet vehicles and materials; a yard area would provide additional outdoor equipment storage. The site will be accessed from 220 Fifth Street and 220 Second Street, with guest and employee parking provided. Exterior building materials shown in the elevation plans include stone, architectural metal and glass.
Staff told the council the Planning Commission held a public hearing on Feb. 20 and recommended unanimous approval; there was no public comment at that hearing. Staff also said the city has shared the alignment of 220 Second Street with the township and that a joint-powers agreement for maintenance exists; paving of the roadway segment is being studied and is contingent on a runway-expansion project, per staff.
Councilmember Brummell moved to approve a resolution for the preliminary plat of Air Lake DEA second edition; the motion passed on a roll-call vote.
Why it matters: The approval allows Dakota Electric to proceed with final engineering and later permitting steps for a large industrial facility in a planned industrial area, bringing enclosed fleet operations and office space to Lakeville.
Presenters included Connor McCoy (Kimley-Horn) and planning staff. Council members asked about roadway coordination and the timing of any paving associated with runway expansion.
