Warsaw Community Library presents feasibility study; cites accessibility, mechanical and parking deficiencies

The feasibility study lists several major facility issues: a complicated and inaccessible entry sequence requiring multiple stairs and elevators, congestion and insufficient parking with accessible spaces in poor locations, failing masonry and interior finishes, and mechanical and plumbing systems that the study labeled “poor condition” or in need of replacement. The presentation included photos that the presenter said illustrate crumbling ceiling plaster above the main circulation desk and other deferred-maintenance conditions.
The library has hired an architect and is developing a schematic design; Heather said the architect expects to provide an estimated project cost by May. The study recommended a comprehensive renovation to maximize return on investment and reduce the cumulative cost and disruption of piecemeal repairs.
Ending Library officials asked the council to note the study, and offered to provide tours of the building to illustrate the identified needs. Council members asked about cost estimates and whether the library intended to remain in its current location; the presenter said remaining in place is the likely approach given the scale of investment.
