Committee approves temporary continuation of nonconforming SoMa public parking lots through 2026

The Land Use and Transportation Committee on March 17 voted 3-0 to permit continued operation of nonconforming public parking lots in the Central SoMa Mixed Use Office (CMUO) and Mixed Use Residential (MUR) districts through Dec. 31, 2026, and to allow a conditional-use process for a further five-year extension.
Supervisor Dorsey's office representative Madison Tam told the committee that several operators discovered recently that their lots had become nonpermitted due to changes in the code or earlier Planning referrals. Tam said the ordinance aims to prevent sites from becoming vacant and blighted while preserving Planning Commission authority to reassess the sites later, noting operators need the ordinance to proceed with related San Francisco Police Department permit hearings.
Audrey Marloney of the Planning Department said the Planning Commission considered the item on March 6 and voted to approve the ordinance as proposed. The ordinance would allow current operators to apply for continuation through Dec. 31, 2026, and then seek a conditional-use authorization for an additional five years if approved by the commission. Tam told the committee the city collects a 25% tax on these lots.
