Votes at a glance: St. Joseph County committee advances multiple budget items, grant accounts and ordinances

The St. Joseph County committee on Feb. 18 advanced multiple items with favorable recommendations and held one petitioned measure. Below are the committee actions, as recorded in the meeting.

Bill 11-25a — Woodland Fire appropriation: Committee recommended appropriating $1,000,000 (Physical Assets) to rebuild the Woodland Fire garage following a fire; funds are from an insurance payment. The committee moved the item forward with a favorable recommendation.

Bill 11-25b — Recycling grant (Solid Waste Management): Committee recommended acceptance of a $2,000 grant from the Indiana Department of Environmental Management for supplies to support a Styrofoam recycling program at the county household hazardous waste center (828 Kerr Street). The item moved forward with a favorable recommendation.

Bill 11-25c — Transfer for settlement (Commissioners/Human Resources): Committee recommended an out-of-line budget transfer of $10,765 to cover a settlement paid to a former employee; staff said there is no change to the overall fund balance. The item moved forward with a favorable recommendation.

Bill 11-25d — Auditor printing-cost transfer: Committee recommended a transfer of $6,444 to cover printing costs previously charged to IT; staff said the expense covers a PO for printing and is a mix of public-facing and internal printing. The item moved forward with a favorable recommendation.

Bill 11-25e — Clerk match for Work the Vote grant: Committee recommended appropriations of $755.98 and $4,453 (combined) as the county’s 10% match for the Help America Vote College/Work the Vote program that recruits college and high-school students as poll workers. The item moved forward with a favorable recommendation.

Bill 11-25f — Clerk refund/reimbursement: Committee recommended appropriation of $2,430 returned to the general fund after a furniture purchase for a post-election audit was refunded; staff said the audit firm changed the sorting model and the county returned the equipment.

Bill 12-25 combined with Bill 11-25g — Clerk salary adjustments and stipend catch-up: Committee recommended transfers to correct the clerk’s 4% pay rounding and to pay a 2024 stipend that had not been paid; staff described approximately $5,138 in stipend backpay plus associated FICA and PERF adjustments; the combined item moved forward with a favorable recommendation.

Bill 11-25h — Rail-study grant account (IPG/Economic Development): Committee recommended creating an account to receive a $772,800 federal FRA grant (described as a 75/25 grant) to study extending the Elkhart & Western Railroad; the county and Elkhart & Western are each expected to provide roughly $100,000 in local match. The item moved forward with a favorable recommendation; staff said FRA paperwork is pending.

Bill 59-24 — Taxpayer Protection and Transparency (petitioners Amy Drake and Mark Root): The petitioner requested to hold the bill in committee; the committee accommodated the request and the bill was held.

Bill 1-25 — Off-road vehicles ordinance: Committee recommended forwarding a revised ordinance establishing rules and restrictions for off-road and restricted vehicles; the draft incorporates Indiana statute definitions, applies traffic-code penalties and county ordinance penalties where gaps exist, requires minimum financial responsibility, and allows the sheriff and commissioners to designate roads as restricted for safety. The item moved forward with a favorable recommendation.

Other business: Committee members discussed a state Senate finance bill (Senate Bill 1) and noted the governor indicated he would veto any version not matching his request; staff discussed high-level budgetary impacts but no committee action was taken on that matter.

All items noted above were advanced from committee to the full St. Joseph County Council with favorable recommendations unless otherwise indicated (Bill 59-24 was held at petitioner request).
