St. Joseph County commissioners approve series of contracts, appointments and infrastructure amendments

The St. Joseph County Board of Commissioners on Feb. 25 approved a series of routine and project-specific actions, including an accounts payable docket, a resolution setting required provisions for county contracts, multiple engineering contract amendments, two IT lease-purchase agreements and an internal personnel appointment.

Most motions passed on voice votes with the recorded “ayes” from Commissioner Hazen, Commissioner Morton and other commissioners present. Several items were routine approvals with little discussion; others included short staff presentations about federal funding or third‑party financing.

Key approvals included adoption of Resolution R-2-C-2025, described by staff as implementing contract provisions permitted under the Indiana Code; appointment of Selena Carr as director of human capital; acceptance of a bid for a water tower at the Indiana Enterprise Center; amendments to bridge and road engineering agreements to update rate sheets or add limited right‑of‑way services; and two IT lease/purchase agreements intended to improve county cybersecurity.
