Mona City Council adopts updates to utility shutoff ordinance after public hearing

Mona City Council opened a public hearing March 11 on a proposed utility shutoff ordinance identified in the meeting as “ordinance 20 25 dash 4” (later referenced as “20 25 dash 5”), heard staff explain small revisions, received no public comment and approved changes to the ordinance.

City staff presented two specific additions to the draft ordinance during the hearing. Staff member Michelle said the revisions make clear that if a utility has been disconnected “the Mona City is not responsible for any damage done to the home.” She also told the council the city “doesn't have to notify them other than what comes out on the bill.” Alicia, who worked with Michelle on the item, answered questions from council about the revised language.

The council opened the hearing for public comment; no members of the public addressed council. After questions, a council member moved and the council voted to close the public hearing and then to adopt the ordinance changes. The council recorded affirmative votes for the ordinance at the March 11 meeting.

Why it matters: The ordinance sets the city's rules for how and when utilities may be shut off and clarifies two operational points staff said were added: the city's limited responsibility for property damage after disconnection, and that notification beyond billing notices is not required by the city under the revised text. The council took final action at the same meeting after no public speakers addressed the measure.
