Council awards contracts for Goulds Wash well and Sky Ranch tank and pipeline, execution contingent on bond closing

The Hurricane City Council on the record approved three separate contract awards for city water projects, while making execution of each contract contingent on the planned bond closing.

The council approved awarding the drilling and development contract for the Goulds Wash well to Gardner Brothers Drilling for $680,728. Councilmembers discussed that the city has been awarded $12,650,000 through the Board of Water Resources and that the city must complete bond closing and other requirements before the city signs contracts. Councilman Thomas moved to award the Goulds Wash contract to Gardner Brothers Drilling for $680,728 with the condition that the contract be executed after the bond closing; Councilman Fawcett seconded and the motion passed unanimously.

The council also awarded a contract to Interstate Rock for a 2,000,000-gallon Sky Ranch water tank in the amount of $2,737,224.25. Staff said the engineering is complete and bid results show Interstate Rock as the low bidder; construction of the tank was estimated at about 11 months. Councilman Foster moved to award the tank contract to Interstate Rock with award to be effective upon bond closing; Councilman Preet seconded and the motion passed.

Separately, the council approved awarding an 18-inch water pipeline project in the Sky Ranch area to Interstate Rock for $1,032,382.19. Staff described the pipeline routing: it will start near the south end of the Sky Ranch runway, run in 1100 West, and include an underground booster station placed in a manhole to boost water to the tank until wells are online. Councilman Preet moved to award the pipeline contract; Councilman Ellerman seconded and the motion passed. Staff said the booster station and pump work are included in the pipeline bid price.

Mayor and council members emphasized that while bids and engineering are complete, the city will not execute contracts until bond issuance and closing are finished. Council members also thanked staff for negotiating and preparing contracts and noted the projects have been in development for multiple years.
