Council awards SCADA services contract to SKM; council member recuses

The Grantsville City Council on March 19 approved Resolution 2025-21 to award a supervisory control and data acquisition (SCADA) services contract to SKM. Staff said SKM has been the city’s existing provider for well data and scored highly in the request-for-qualifications process, which drew six respondents. Council approved the resolution by voice vote; the public record notes one council member recused from the vote because of a personal working relationship with the firm.
Staff explained the recommendation was made to maintain continuity for the new wastewater plant and existing well monitoring. The city reported it received hourly rates from competing firms and that the incumbent’s rates were comparable; staff also said there would be additional upfront costs if the city switched providers.
Councilmember Butler identified a conflict of interest and recused himself from the vote; the motion carried with the recusal noted in the meeting record.
