District staff reviewed eight policies in a work-session format and recommended mostly formatting and stylistic updates to align policy documents to the board’s current template. Staff said the changes update headers, remove redundant wording, and convert references from “WCBOE” to “the board.”
Public comment protocol: board discussion focused on a substantive change introduced by a board member to allow the board discretion to accept public comment at work sessions or special meetings (not limited only to regular monthly board meetings). Board members also debated registration language for walk-in public commenters. Staff noted the draft policy allowed walk-in registration up to the time the meeting is called to order and that the reception desk closes registration once the meeting begins. Several board members described the one-hour prior language as confusing; the board asked staff to remove a redundant line (identified as line 1 in the policy clean draft) to reduce confusion. The board agreed to the edit and directed staff to post the redrafted policies for public comment and bring them to the April 8 board meeting for formal consideration.
Other policies: staff presented stylistic/format updates for the energy and natural resources policy, electronic attendance for board members, parent-supported organizations (with a new procedure to be posted), concussion safety and athlete support, support for pregnant and parenting students (to reflect state law), student alcohol and drug use (with a related cannabis-free schools document), and the policy addressing students registered as sex offenders on school property. Staff said a new parent-supported-organizations procedure will be presented at the April meeting to detail fundraiser protocols and liability safeguards.
Next steps: the eight policies (with the public-comment protocol updated to remove the redundant line) will be posted online for public comment and placed on the April 8 board meeting agenda. Staff also said they have posted a policy analyst position and expect to add that person to the team before the next policy work session.
