Council approves downtown events permits, narrows Willard's Alley closure pending safety review

Council members expressed concerns about vehicle access, resident parking, delivery access for businesses (including Domino's), and public safety where alleys open onto crowded festival areas. After extended discussion, council moved to approve the package but exclude full closure of Willard's Alley until staff finished additional safety review with police and fire. The motion to approve the requests "with the exception of Willard Valley [Willard's Alley]" passed; planning staff will continue to work on a detailed closure plan for that alley and return to council.
Council and event staff discussed several traffic mitigations: using half‑block closures to preserve some parking, placing barricades in locations that allow turnaround and deliveries, considering temporary stop signs or enhanced signage at alley intersections during event hours, and blocking specific alley entries rather than creating dead ends that would strand vehicles.
