Planning applicant JBI receives conditional subdivision approval pending outstanding permits and engineering items

Christina Andrews of the Adams County Conservation District provided a technical and administrative review that, according to the applicant, means the application will not need to proceed to DEP review and could reach final NPDES/MPDES-style permit status within 30 to 45 days after applicant revisions are submitted.
Scott, the township engineer, reviewed his Feb. 20, 2025, final-review letter and recommended conditional approval provided the applicant: add required seal and signature of the engineer, obtain the owner's notarized signature, submit and secure approval for an engineer's opinion of probable cost and financial security, prepare and record an operation and maintenance agreement for stormwater BMPs, add geotechnical notes to the post-construction stormwater management plan, and obtain a PennDOT permit. The board made a motion and approved conditional acceptance contingent on those items and on receipt of required outside agency approvals.
The board asked the applicant to submit the signed plans and required permits; the board indicated it would finalize approval and record plans only after the listed conditions are met.
