The Defiance City Council on Aug. 12 adopted multiple ordinances and resolutions across infrastructure, labor and fiscal items. Council members frequently moved to suspend the rules and adopt during the meeting.
Key outcomes approved by the council:
- Ottawa Avenue corridor easements: Council adopted an ordinance to acquire five perpetual drainage easements for the Ottawa Avenue pedestrian enhancement project. The city law director said the state will fund 90% of the right-of-way acquisition costs; the total acquisition cost for the five easements is $8,850.
- Ruston Avenue roundabout easements: Council authorized acquisition of two perpetual sidewalk easements and two temporary easements for up to 12 months to accommodate construction. ODOT requires property acquisitions to be completed by September, a deadline O'Donnell cited.
- Pavement marking contract: The council awarded the annual pavement-marking contract to Griffin Pavement Striping for $54,593 to repaint markings across large portions of the city.
- AEP easement (Plumber Drive): The council granted a 26-foot easement on city-owned parcel adjacent to Plumber Drive (formerly Integrity Drive) to AEP Ohio to accommodate standard coverage for the company’s work in the Enterprise Industrial Park.
- Vacation and termination of easements (Sherwood Forest NE subdivision): Council passed an ordinance vacating a right-of-way and terminating certain utility and drainage easements to facilitate a housing development project near South Jefferson and Rosewood avenues.
- AFSCME collective bargaining agreement: Council approved a three-year collective bargaining agreement with AFSCME Local 2213. Administration described the settlement as a three-year deal and thanked the union’s negotiating team.
- Purchase orders: Council approved purchase orders including Rorick Painting ($17,916) for Latties Grove Shelter House and a fuel purchase order to Porter’s BP (identifier 1600180).
- Annual tax levy certification: Council passed a resolution accepting amounts and rates as determined by the county budget commission and certifying necessary levies to the county auditor; the finance presenter said the certified amount was roughly $60,000 higher than the previous year.
Why it matters: The actions ratify routine capital, right-of-way and operating contracts and set fiscal levies the county will collect on the city’s behalf. Several items were grant- or state-funded, and one (the Ruston Ave project) contained a state deadline for property acquisition.
What’s next: City staff will proceed with property closings and construction scheduling where applicable, implement the pavement marking work, and record the tax levies with the county auditor.
