At its Sept. 17 meeting, the Mohave County Planning and Zoning Commission considered a set of routine and contested land-use items and voted as follows. The commission's approvals are forwarded to the Board of Supervisors for final action when applicable.
Item 1 — Rezone (Assessor's parcel numbers 40217113 and 40217114): Request to rezone from AR-8A (agricultural residential, 8-acre minimum) to AR-5A (agricultural residential, 5-acre minimum) to allow a minor land division in the Scenic vicinity. Staff recommended approval; the commission approved the staff recommendation and forwarded it.
Item 2 — Special-use permit (APN 22412005): Request to allow a night watchman's quarters in a C-M (commercial/manufacturing) zone. Staff recommended approval; the commission approved the staff recommendation and forwarded it.
Item 3 — Special-use permit (APN 30506139): Request to allow a billboard in a C-2H (highway commercial) zone in Golden Valley. Staff recommended approval; the commission approved the staff recommendation and forwarded it.
Item 4 — Special-use permit (APN 30506139): (Discussed at length with public comment) Request to allow a billboard in a C-2H zone in Golden Valley. After public testimony the commission initially considered a motion to deny (which failed) and subsequently approved the permit; the item carries and is forwarded (see separate article for full coverage).
Item 5 — Rezone (APN 3063112B): Request to rezone from AR-5A to AR (agricultural residential) for a minor land division in the Golden Valley vicinity. Staff recommended approval; commission approved.
Item 6 — Rezone (APNs 3432805B and 3432805C): Request to rezone from AR-10A to AR-7A in the Mead View vicinity to bring property into compliance. Staff recommended approval; commission approved.
Item 7 — Rezone (multiple APNs): Request to rezone several parcels from R1-1A (single-family, 1-acre minimum) to AR to allow RVs as temporary residences in the White Hills vicinity. Staff recommended approval; five letters of opposition were received; commission approved with staff recommendations.
Item 8 — Rezone (multiple APNs): Similar request in White Hills to convert R1-1A and RM-1A parcels to AR to allow RVs as temporary residences; six letters of opposition were received; commission approved with staff recommendations.
Item 9 — Rezone (APN 31907010B): Rezone from AR-36A (36-acre minimum) to CRE (commercial recreation) for a campground in the Dolan Springs vicinity. Staff recommended approval; commission approved.
Item 10 — Rezone (APNs 324090278 and 32409028): Rezone from RM-20M (multi-residential) to CMO (commercial manufacturing open lot storage) for RV consignment sales and office in Kingman. Staff recommended approval; commission approved. A view-obscuring fence will be required during the site-plan review.
Item 11 — Rescission (Resolution PZC 87-70C): Staff recommended rescinding a 1987 resolution and reverting APNs 35421037038 and 0392 from C-2H back to AR-10A because conditions of approval were not met; commission voted to rescind per staff recommendation.
Item 12 and Item 13 were substantive policy items covered in separate articles: Item 12 is the ADU zoning amendment to implement state law; Item 13 is the 2025 General Plan adoption (commission recommended approval with the Engel Homes revision incorporated).
Several items were noncontroversial and passed on staff recommendation with minimal discussion; public comment occurred on the Golden Valley billboard item and the 2025 general plan. The commission recorded motions and approvals on the record and forwarded recommendations to the Board of Supervisors where required.
