Reston board directs staff to craft proffer template, authorizes Land Use Committee to meet on Reston National Golf Course PRC

The Reston Association Board of Directors directed staff to produce an expedited analysis of materials the county authorized for advertising on a proposed PRZ/PRC amendment and approved working with Supervisor Alcorn to develop model proffer language for future developer negotiations.
The directive to get the staff analysis as soon as it was available passed with a 5–0–2 vote, board members said; the board asked that the analysis not wait for the next board packet and that counsel be consulted as needed. President Travis Johnson said staff should deliver the analysis “as soon as it's ready,” and CEO Mr. Cummins told the board staff could produce the review in the “early middle part of next week.”
The meeting also addressed a zoning-administration interpretation related to the Wheeler townhouse project off Sunset Hills Road. Several directors said the zoning administrator’s narrow read allowed a developer to satisfy a proffer with a single, brief on‑site meeting, which the board said fell short of representations allegedly made to the association during earlier hearings. Director Farrell said the plain language of the proffer likely allows the developer’s action but that the board should insist on stronger language going forward.
After debate, the board approved a substitute motion directing staff to partner with Supervisor Alcorn to develop template proffer language intended to require more substantive developer engagement with the association. The substitute motion was approved by the board in place of an initial motion asking the board to formally communicate disappointment to the supervisor; following the vote the chair confirmed the board would engage the supervisor on the issue.
On a separate but related matter, the board voted to allow the Land Use Committee and membership to meet with the developer on a PRC amendment for the Reston National Golf Course so the committee could develop a recommended position for the full board. Director Lanza made the motion; the board approved it in a recorded vote reported in the meeting as 4 in favor and 1 opposed.
