Senator Jerneuil described the bill as a common-sense change to avoid applying automobile-dealer regulations to consumer trailers sold through big-box stores. He said the bill is not intended to eliminate licensure requirements for dealers but to ensure that statutes written for automobile dealerships do not inappropriately constrain trailer retail operations.
Braden Edwards, representing American Trailer World, testified in support and described the company as a large domestic trailer manufacturer that operates retail points and expects the existing auto-dealer-oriented regulations to be misaligned with trailer sales models. Edwards said two-thirds of states have already made similar changes.
Committee leadership indicated they would withhold the bill to return with the amendment and further consideration.
