Gambling Control Board reports modest revenue growth, shifting pull-tab habits and staffing moves

The Gambling Control Board heard a director's report on revenue, staffing and outreach at its March 17, 2025, meeting in Roseville.
Director Wade told the board that gross receipts for fiscal 2025 year-to-date (July 2024 through January 2025) totaled $2,900,000,000, an increase of about 2% over the same period a year earlier. Wade said that, over the seven months measured, paper pull‑tab receipts rose slightly while electronic pull‑tab receipts were down overall; comparing January 2025 with January 2024, paper pull‑tab receipts rose about 7.5% while electronic pull‑tab receipts fell about 13.6%.
Wade cautioned that February 2024 was a leap year and had one extra day of sales, which affected year‑over‑year comparisons. He said February 2024’s average daily sales were about $7,600,000, and that February 2025 electronic pull‑tab sales were down 21.5% compared with February 2024. The director said the rate of decline for electronic pull tabs had slowed since December, with only about a 5% difference between December and January.
On education and outreach, Wade reported that an in‑person gambling manager seminar has been well attended and that registrations for sessions later in the spring had slowed enough that the board expected to accommodate all remaining registrants by June. On staffing, the board was told an offer was being prepared for a licensing specialist in the Roseville office and that two compliance‑specialist job postings were open through March 25. On the budget, Wade said the agency remained under budget with no unexpected expenditures.
Wade also said the board was tracking several pieces of legislation that could provide tax relief for charities but that as of the meeting none of those bills included provisions changing charitable gambling regulation. He said the office would update the board if that changed.
The chair and other board members did not take formal action on items in the director’s report; directors said staff would continue to monitor sales trends and report back.
