Utah Senate sends wide-ranging package of bills to the House, including medical cannabis, veterans tuition, motorcycle safety and education measures

The Utah Senate on Feb. 28, 2025 approved a broad set of bills on topics from medical cannabis rules to public-education changes and sent them to the House for further consideration.
Among the bills the chamber passed was fourth substitute Senate Bill 64, medical cannabis amendments, which passed 24–1. Sponsor Senator Vickers said the bill addresses a number of issues, including restricting “pop ups” near pharmacies that were being used to recruit people for medical cannabis cards and placing a cap on processor licenses. "We felt that really isn't appropriate," Vickers said of tents and promotional activity around pharmacies.
Other measures acted on the same day included third substitute Senate Bill 61 (Energy Corridor Amendments), first substitute Senate Bill 119 (domestic relations recodification), House Bill 142 (removing an in-state-residency requirement for tuition for active service members, veterans and their families), first substitute House Bill 190 (motorcycle amendments) and first substitute House Bill 68 (insurance fund/captive insurance authority changes). Most of these bills passed on recorded roll calls with broad support.
