Council: pond testing finds clay; city to refill pond and await leach tests; sewer bids due next week

"Plenty of clay — it was all 3 feet deep was clay," said Council member Randy Strait during the department reports, describing results after a trench was dug across the pond. City staff said the trench measured roughly 3 feet deep by about 50 yards long and about 2 feet wide; engineers will run a leach test once the water is in place.
City staff and the consulting engineer said the trenching and subsequent tests reduced the scope and estimated cost of earlier remediation options. Council members said the city had received written confirmation from an engineer that interim overflow protection would be adequate during monitoring.
Separately, council members said they expect bids for an upcoming sewer project to arrive next week. No contract award was made at the meeting; staff said bid review and recommended action will come back to the council for a formal vote.
The city will monitor the pond over several weeks after the fill and perform the engineer‑requested leach tests before committing to construction or larger remediation contracts.
