Rush Valley council votes $6,000 from general fund to cover Clover Church overage

The Rush Valley Town Council voted to transfer $6,000 from the town’s general fund to the Clover Church restoration fund to cover project overages and remaining expenses.
Council members discussed the church’s budget and raised concerns about unanticipated costs, including asbestos remediation and additional repairs. Council members said volunteers and donated labor and materials have covered much of the work, but the project had exceeded its planned spending. The council voted that the $6,000 would be applied to the currently reported overage and leave the restoration fund with additional funds for near-term needs.
Council members said the project has relied on donated labor and materials for masonry, lighting and other repairs. Participants noted specific donated items and labor values during the discussion: a masonry repair with an original value listed at $46,000, of which $11,000 was donated; donated lighting fixtures valued at $6,000 with a small cash outlay; a donated $3,000 door job; and an asbestos cleanup described at about $12,000. Participants also discussed further work needed — including back-room repairs, heating, landscaping, concrete sidewalk work, fascia and bell tower repairs — and said larger brick repairs would likely require grant funding.
The council discussed timing and funding sources, including possible town contributions from parks-and-rec and cemetery budgets if needed later, and fundraising and grant-seeking by church volunteers. Council members said they will review town budget lines next month to determine whether any additional funds can be allocated.
The motion to transfer $6,000 from the general fund to the Clover Church restoration fund was moved and seconded and carried without recorded opposition. Council members also said the town would cover half the asbestos remediation cost.
The discussion included requests by volunteers to hold a recognition banquet for the project’s volunteers after work is complete; council members said the town would consider funding the event.
