Council discusses inclusionary housing ideas, public outreach and city office/police building space needs

Staff noted the project will require amendments to the Planned Development Overlay (PDO) and public-facilities ordinances before it could be implemented and that public engagement is needed before any mandate is adopted.
Separately, staff reported schematic-design work is underway for a new police building and expanded city office space because existing buildings are crowded. Officials said schematic designs are needed to plan office locations and any staff moves; the council asked staff to continue public-facing discussions on housing policy before finalizing ordinance language.
Council members flagged housing affordability and workforce housing as driving concerns, and staff said they would coordinate legal and planning reviews and present proposed ordinance text and public outreach plans at a future meeting.
