The Castle Dale City Council voted to move forward with an ordinance that formalizes procedures and fees for inactive (vacant) culinary-water connections.
Staff presented a draft ordinance and an application form to record inactive status, capture meter readings at shutoff, and require an on-site representative when service is restored. The proposal sets a minimum inactive duration of two billing cycles (four months) for eligibility and requires 24 hours' notice to restore service; council members clarified computer-status terminology (use "vacant" rather than "deactivate" to preserve meter reads). Councilmembers also discussed that other fees (sewer/secondary water) remain chargeable under existing ordinances and proposed raising the administrative inactive monthly fee to $6 (staff said the earlier recorded rate was $3 or $4 due to a prior increase and that the draft would set the fee to $6 to reflect labor costs).
Council approved moving the ordinance forward with discussed corrections and directed staff to advertise and schedule the required public hearing. Staff will also clarify treatment of trailer parks and the responsibilities of park owners for switching spaces between active and vacant status.
