A second property owner (Clyde, first name only in the record) described a similar high-usage reading and said he replaced a line of about 230 feet from the meter to the lawn. The council voted to grant relief of $322.12 under the same ordinance provision.
Council members noted the need to record the verification work and reminded staff to review installation practices and inspection responsibilities. The relief decisions were made under the council's existing policy and recorded as one-time adjustments to the residents' accounts.
