Engineers present four options and a $1.2 million estimate for Old Highway improvements; council to discuss at work session

Consultants from Jones & DeMille presented conceptual options March 18 for reconstruction and paving along the Old Highway route (West Seventh through the town core), including alternatives to widen the roadway and add a dedicated multiuse path.
Consultant Tim (with Jones & DeMille) described two primary road-rebuilding methods: a cement-stabilized re‑establishment of the base (in‑place stabilizing/pulverize-and-stabilize) and a pulverize-and-rebuild base approach that would allow more room to widen shoulders. The consultants described four test configurations: two roadway-only options with different cross-section widths and two that add either a 10-foot concrete multiuse path attached to the roadway or a detached asphalt trail. One preliminary concept that includes a separated bike path and wider shoulders carried an estimated cost in the order of $1.2 million.
Council members asked about right-of-way widths, drainage and a pinch point near the school that may require a small culvert extension or pedestrian bridge. Consultants recommended checking original town plats and verifying right-of-way with the county surveyor before final design. The council did not vote on any option and asked staff to place the matter on the April 8 work session agenda to review refined sketches, rights-of-way, drainage issues and cost estimates.
Consultants indicated they would send the plans and costs to the town manager for distribution to council members and staff prior to the work session.
