The Bluff Town Council opened a public hearing March 18 at 4:15 p.m. on a proposed amended master fee schedule that, if adopted later, would replace Resolution 72. The council accepted public comment for the hearing and set a written-comment deadline of 5 p.m. on March 28, 2025.
Erin Nelson, town manager, described the package posted on the town website and highlighted several areas of change. "We are just seeking to cover costs," Nelson said, describing the proposed building-permit fees. Nelson told the council she had pulled permit-fee examples from Moab, Monticello and Blanding and that the proposed schedules reference the Utah State Building Code. She said staff had produced two fee options for building permits; "option B" is a simplified schedule intended to make it easier for applicants to estimate fees.
Nelson also pointed to proposed changes to animal licensing, a 4% per-year clarification for hangar rental increases at the local airport, a recommended rise in variance and zoning-text amendment fees, and updates to code-violation penalties. Inspection fees were described as a per-inspection charge, and Nelson said a single permit typically requires multiple inspections. She noted that the master fee schedule is intended to recover town costs rather than generate new revenue.
The public hearing notice read into the record identified the hearing location (Bluff Community Center, 190 North Third Street) and explained how members of the public could inspect the proposed schedule and submit written comments. Nelson stated the draft fee schedule and draft ordinance were posted on the town website and available at the town office or by email request.
No members of the public spoke during the hearing. The council closed the public hearing at about 4:25 p.m.; because the fees can’t be adopted until the 10-day notice period closes, the council indicated the fee schedule would be considered at its April 1 regular meeting after Planning and Zoning reviews the draft in an upcoming work session.
The town manager asked the public to send written comments by email to office@townofbluff.org or by mail to PO Box 324, Bluff, UT 84512 by 5 p.m. on March 28, 2025. The council did not take a vote on the fee schedule at the March 18 meeting.
